Mission

The State Chief Information Officer (CIO) is appointed by the Governor and manages information technology for the State of North Carolina. As authorized in Article 3D of General Statutes Chapter 147, the State CIO has statewide authority over IT project approval and oversight, IT procurement, security, and information technology planning and budgeting. The Information Technology Advisory Board advises the State CIO on matters pertaining to statewide information technology and the consolidation of IT infrastructure, staffing, and expenditures. An Information Technology Fund supports the State CIO's statewide responsibilities.

The State CIO also plays an operational role by leading the Office of Information Technology Services (ITS), which supplies some of the information technology used by state agencies, local governments, and educational institutions across North Carolina.

To drive efficiencies in Information Technology across state government by consolidating the IT infrastructure, promoting shared services, encouraging best practices and centers of excellence, and delivering customer-focused, efficient and effective services through the Office of Information Technology Services.
